Penelope S. Pahl, Attorney at Law
Penelope has had experience on both sides of the aisle and both sides of the bench. A Legal Professional for nearly 25 year, she was certified to represent clients while still in law school by the State Bar. She then became a Trial Attorney and Legal Counselor in 1988 and over the course of her career has practiced in state and federal courts all over the state of California as well as representing clients before a variety of local, state and federal administrative agencies. In that time, she has handled a wide range of cases including all aspects of Civil Rights, employment, housing, and personal injury law, many types of administrative claims including wage claims, security clearance revocation, access to equal educational opportunities by disabled students, and social security. She has also provided advice to small business and property owners regarding employment and housing policies as well as wrongful termination of employment and tenancy.
Penelope has been an Administrative Law Judge/Hearing Officer for cases involving rent control, reviewing certification of mental health patients to locked facilities and determining capacity to make decisions regarding medications as well as for traffic, small claims court cases and truancy matters. She has also functioned as a settlement conference judge on numerous matters and been a mediator for a variety of types of cases.
In light of the increase in the numbers of Veterans in the U.S. who are being denied their rightful post-service benefits, Penelope has decided to add representation of Vets in cases involving discharge classification upgrades, character of service determination changes, VA benefits denials, and disability rating disputes to her practice. Her wide-ranging experience with government administrative hearings will serve returning soldiers who need legal assistance well as they pursue the benefits to which they’re entitled after service to their country.
It has always been Penelope’s policy to help people who might otherwise not be able to afford legal representation. She has a policy of considering a sliding scale for fees if clients have meritorious claims and would otherwise not be able to afford a lawyer. Penelope became a lawyer to help people seek justice and 25 years into her practice she continues to adhere to that tenet as her primary objective.
